He pretty much told you how to do it, but here goes...

Grab the icon set from here

Once you have downloaded and unzipped the iconset, you will find a .psd (Photoshop) file called makeyourownicon.psd. This is the base template you use to make the Kobhens style icons. Size them as newone stated to 72x72 pixels and you're all set.

Just save the icons you create to your SD card and then use LauncherPro to set your dock up as you like.

You need launcherpro to change the bottom dock like that. You can change not only the programs/notifiers in the dock, but you can assign a custom dock image.

The clock is Tajm and the battery is BattStatt. Both are in the market.
