how to install new 2.17.651.5 update with htc dev unlock

ok i can not get the update via sprint as i am not on sprint and it errors out 1233 or something when i check for updates.

i am rooted via hboot 1.5 htc dev method.

i have unrooted and tried the manual update check with no luck.

i am now re-rooted by hboot 1.5 htc dev method.

how can i install the newest update to get rid of the ciq software...

i do have twrp 2.x installed as my recovery

my phone is on revol wireless with my data working as 1x. slow and painfull
