MMS not being sent out

For some reason, the MMS on my phone is always seemingly being uploaded and never really sent out. The only way for this to actually go through is when I update the PRL and Profile, which has to be done once EVERY SINGLE time i want to send out a single MMS. At times, even this does not work. If i do not update both those things, it just stays in my outbox. I have tried it with HTC's stock SMS apps and GoSMS; both of which have the same problem. The phone has been doing this since I got it (even prior to S-OFF and Root).
