You have to manually unzip the drivers and direct windows to search for the drivers wherever you unzipped them to. Also, dont select HTC Sync on the phone. Just make sure you are in USB Debugging mode. When you plug the phone into Windows it will say something like Google this and google that and something about ADB Interface. When those pop up windows will say it cant find drivers and you have to tell it where to look.
