Question about Unlocking

So I got my refurbished Diamond today. I enter the bootloader screen and it says "Security Unlocked" SpL 0.64.0000. Does that mean Im already unlock or ready to go?

No, it always says unlocked. If it was unlocked, it would say SPL-0.57.CMONEX. SpL 0.64.0000 means locked. You can find more info and pictures of the lock/unlocked screens here.
