Interesting Vocal message

I am Running conflippers Rom and every now and again when my wife sends me a text from her email my phone will "speak" saying I have and important message from so and so and will speak the message. Its kinda cool and was wondering what program does it and if you can make it work for other notifications such as emails and so forth.
