Tryin to Add Citys to Weather in Telus Diamond

Hello

I am trying to add extra citys in the Weather in the Telus stock Rom I am unable to run the weather database cab...it says the framework is an older version and it cannot run Weather database?

If there are any suggestions it would be greatly appreciated
