Check to see if there is a profile set to trigger on power state. Check under programs directory for one called profile config. From there check your default profiles.

I have a similar issue. Running WM6 whenever I set an appointment at the current time, the phone goes into vibrate mode. Sound mode is set to 'normal'. I would fully understand when the sound mode is set to 'auto'. It doesn't seem to be obeying the settings. Wondering if the reg key is the same for both sound schemes?

I'm not sure if you guys are trying to use the profiles for HTC Home, in which case the settings are (I think) in the registry, and you pretty much need HTC Home Customizer to adjust things properly.
For my part I punted all of HTC home and stuck with Phoneweaver, a very lightweight profile controller that does all of these things - better in my opinion. Of course I had already purchased Phoneweaver months before, so the choice to stick with it was easy.

You nailed it. Use the HTC Home Customizer and get rid of the "profiles" tab it doesn't work with Apaches.
