Phone brightness resetting to 10 seconds

OK - this is really bugging me..

When the battery gets low, or if the ppc *thinks* the battery is low (happens all the time if it's plugged into a usb port during a reset), the brightness reverts back to 10 seconds..

Is there any way to force it to not do that?

And while we're on the subject of the battery low notification - how can we get rid of that @#%@ notification? It's very annoying. My ppc spends half the day at or below 30% - and I have to acknowledge the warning every time I want to do anything...
