Looking for instructions to turn ext rom into storage card

Been searching, but can't seem to come up with the instructions on clearing the ext rom and having it seen as an internal storage card. Seem to remember that it will free up about 10MB for applications.

Thanks in advance. This site has been incredibly helpful.
