How Do We Do Rom Upgrades in Vista

this has been an ongoing issue, searched and it still seems like it is but i wanted to post this to see if anyone had a solution but perhaps hadnt posted it on this forum for some reason. We Vista users do not want to look back on WIndows XP so going back to XP just for rom upgrades is quite the hassle.

Any new updates or solutions guys?
