DMConsol

I've been running the Colonel's latest rar since 2/23. Today I found a new folder on the Programs page labeled DevMgmt. Inside is one app named DMConsol. See attached sc of app. I don't know what I did to load this app and the MS release notes (googled dmconsol) were not much help. Can anyone shed some light on where this came from and what it does?
