Flashing ROM 1st time on XP, RAPI.dll?

I have always had to deal with flashing on Vista. So I thought how cool would it be to easily flash my phone for once on my sister's XP machine. I am trying to flash the new WM6, but after hitting install, I get the error that the RAPI.dll is missing. Was there something I was supposed to do (aside from putting phone in bootloader)?
