Phone App focuses instead of Today

I'm sure this it already answered, but I couldn't find anything using forum search.

My Phone App keeps popping up. When I OK out of a settings window or application, instead of going back to Today, it brings up the Phone.

An example off the top of my head: Whenever I do Settings -> Buttons and OK out, it always brings up the phone app.
