Loss of space after formating?

My 4gb Transcend card was originally 3.7gb after formattng. FAT32

Now after a recent windows format, due to corrupt data, im only gettin about 3.2GB of storage, i then formatted it again on a second computer, and im only gettin about 3.26GB of usuable storage.

Why is this? is my card bad? is this normal?
