After completely restoring my phone it still is not fixed. I have been on the phone with both apple and att. att finally admitted it was a problem on their end that involves the IMEI number. I am currently still on hold with att.

Problem solved. after hours of talking to apple and att i walked into the att store and he fixed it. He saw that i had attempted to enable tethering....and that was causing the problem. It didnt bother him i just told him that i did not jailbreak....and he reset the settings...after giving me a new sim card among a plethora of other things

glad you got it fixed.
Which method did you use to try and enable tethering?

I used benm which worked for me last time. Something may have happened with my oh so reliable internet connection while it was installing it. I also tried to use two apps from cydia, pda net and one other that i cannot remember.
