Error: No data service plan

A few days ago I began receiving an error message saying that it cannot activate a data network. Have any of you experienced this? I would like to be able to fix it without restoring my computer

Depends on which area you are in. I was having the same problem the other day, and when I called AT&T to find out what was going on (calls and text worked), automated message stated that there were problems in the are with hitting the net from the phones. By mid-day it was working.
If you are still having that problem, it's probably not that.
Have you done anything recently?

I thought that i may have messed up a setting when I tried to enable tethering, but i reinstalled the legit network update from apple, and reset the network settings and it still doesnt work. My suite-mate has an iphone and his works fine.

Other than trying to power off phone for a few moments and power it back (which I am sure you tried already)...or resetting the network setting (which I am pretty sure you had done already also)....it looks like you may have to do a complete restore.
Take a look at some steps I posted in this thread: http://forum.ppcgeeks.com/showthread.php?t=95061, to ensure you don't loose ANY information/data at all from the phone
