Norton can be a real PITA to disable. I just went to the site and downloaded the archive and it opened and extracted properly so it is definitely something on your computer.

Can you download the file to your computer and save it on your hard drive? What is the file size on your computer? Norton is likely blocking the file from being opened which means if you can see the file on your computer (it's about 1.8MB) and double clicking on it still brings up and error then you need to find a different way to disable norton or add it to the exception list.

i have turned norton completly off even ended process tree still nothin...i was able to download the file on another comp and transfer it to my comp but now when i double click it i get a error saying "windows cannot access the device, path, file, You may not have permission to access the file" i im admin on computer (running windows 7 btw) i am able to extract the file but when i try and run it i get the error....btw thanks for the help on this.

Then there must be another virus scanner or something else running that is blocking access to the file. Can you just unlock your phone on a different computer?

I just broke my screen yesterday too. It looked fine except for a little bubble in the corner and it was unresonsive to touch. I flashed back to stock, but couldn't do the setup b/c no touchscreen. I tried running the re-locker like that on the green setup screen, but it didn't work. I just took it into the store like that, stuck on the setup screen. They didn't check anything like that. Just handed me a refurb and I was gone. totally happy. now i gotta go unlock it on my neighbors pc, cheers!

can someone extract the nbh file so i can relock my phone for return... i cannot seem to extract the exe with winrar..

Gentlemen, Please help, I'm dead in the water.
I have just have my Verizon touch pro2 a few days now and I the HardSPL so that i can install the custom rom. Now that some how verizon knows and they cut off my service. I can not making call any more.
Can you please let me know how do I RELOCKED the hardspl again Please....

There is a relocker that you can run, just search for it. How did they find out and why do they care? What exactly happened and how do you know that this is why they cut off your service??
