28002 is a "winmo 6.5.1" build
21869 is a "winmo 6.5" build

Basic difference is start menu is at the top just like winmo 6.1, it operates pretty much just like winmo 6.1 with a few visual differences in the start menu, settings, etc.

winmo 6.5.1 has the start menu at the bottom, and acts a little differently, in that when you "x" out of a program it doesn't fully close. All of the visual upgrades from winmo 6.5 are included with even more "finger friendly" menus and buttons.

Generally speaking 6.5 is much more stable than 6.5.1, but sometimes 6.5.1 is much smoother and faster.

In all of your experiences what have you found better? I don't use my touch pro 2 for work, it's more of a messaging phone, and I browse the net, play games, use apps and such. What have you found to be the best for you? Or even the Leo rom he cooks?

use the 6.5.1 photon rom its in my opinion the best way to go because unlike the leo build you still have landscape but at the same time get the newest features of windows mobile ive had very few problems with it and highly recommend it flashing to the newest 28002 build as we speak.

Im sorry, I do not recall how but I used to be able to do it on my kaiser with M2D. It seems it is different here.
