You can do it through registry by going to the following spot...

HKLM/Security/Shell/StartInfo/Start

all the files you see are the links on your start menu, or folders to additional links...inside it has a 'Rank' string...this would be what places it in order...

If you don't want to dive into that as it can get tedious, I would recommend reSTART...this program allows you to change the icon and order of your icons in the start menu...very useful...cab is below...

Yep, thats all you should need...I believe if you rename them with a number in front in your order it will install them in that order...good luck...
