what is happening? Have you tried a different pc with a different internet connection? Do you atleast get the option to pay for the unlocker?

You mean you cant use the phone because the screen is locked, or you can't flash the phone because the phone isn't security unlocked?

HSPL is free,its just takes time to get it for a replacement device.I was waiting for my sim unlocker for a week.They dont check emails too often,I guess...

I'm trying to Unzip your latest creation, and I keep getting the error that the file is corrupt. (The Aug 20 PLUTO V2-NO RSS-NO CHT creation). I downloaded it twice, same error both times. I don't know if this is just something on my end or not.

I remember reading that some unzippers cause problems. Perhaps you can try a different one, since there are several free alternatives. I have been using 7zip with no problems, but I have not downloaded V2 yet. Hope that's all it is, in any case.
