21018-42 full screen overlay issue

hey i have a issue i need help with. maybe some rom cheifs will be able to help me. the issues that when i start a full screen app such as opera or the youtube app, when ever the screen rotates (i.e slide out keybaord) the top taskbard shows up on top of the app. i attached a screen shot down of the issue at work. I build my own rom, using stock 1.03 drivers and apps (with oem's upgraded here and their). the last build i've used that didn't have this issue was 21015, but anything at 21018 or higher seems to cause this issue. does any one have any input on this? or knows of a fix?
