i think this was meant for developrs creating custom roms...i have no idea how to do that or make cabs out of these files. if anyone can help that would be great. Thanks.

I cabbed it up for you. I don't use either, so hopefully it will work for you. I followed the instructions in the attached files and put them in the same directory the OEM would have.

EDIT: Installs fine, but won't work on a vga device apparently. At least not the version you provided.

What/How did you use to Cab the files?

I used WinCE Cab Manager. It's a commercial app that's really nice for putting together cabs. I just read the details in the OEM which told me where each file should go.
