In file explorer press and hold the folder you want to make a shortcut to and select copy. Then browse to where ever you want the shortcut placed and click menu > edit > paste shortcut.

218xx, 219xx and 23xxx are all different development threads. 218xx is more release quality and tweaks to the RTM release. See link below for a nice summary.

Just to clarify:

The 21828 ROM, which is a rar file, fails with a CRC error during the rar extract of the nbh.

The 21828 sys, which is a zip file, works fine.
