I believe you can get titanium customizer and disable it...

How do I set the phone on Chronic to be like Groove Roms? I like it way better....

Advanced configuration in settings. Set it to enable the phone skin.

Not seeing advanced configuration. Went to Settings and looked in System tools as well.

Oh, I forgot, the HTC dialer isn't in any of the released betas yet I don't think. It is in the upcoming release.

Keep in mind that when using the HTC dialer, there will be major ring delay when the phone is in locked mode.
