Not how do you change the Titanium position of weather on the today screen but how do you change location of city. When I click on the TitaniumWeather Mortscript in programs...nothing happens. Sorry I should have clarified.

Scroll down to launcher on the titanium screen and click on setup (the right softkey), then select option 3 - Forecast options/Setup.

I was using the stock keyboard. Then I tried SPB 4.0 keyboard and had the same issue.

When you have Titanium Weather selected on the Home Screen, the bottom corner select Menu, Forecast Options Setup, and change the location to whatever you want.

WOW...I'm useless so far. If they had a "no thanks" button I would have lost alot here so far lol. In my "TitaniumWeather" directory, I have "Titaniumweather" and "TitaniumWeatherOptions" scripts. the options one gets me to the setup info. Is that the one your clicking on? I'm not running chronic I'm running on I cooked myself but I'll be flashing to a ROM with weather OEM'ed in today, I'll see if I have the same issue when I do that.
