Not really DC, but Alexandria is pretty well covered too. Sat in a Client's parking lot before a meeting and combined w/ PDANet, I was getting 9MBps down.

I was in Bethesda, MD, in July, and I had great 4G signal. Also, the Clear banners were all over the Metro.

While 4G war driving the same areas, my EVO was unable to acquire an IP address every time it found a 4G signal all day yesterday 08/25/10

Yeah I have been using the 4G in DC ever since May when I got my Evo. Last month it started going in and out for me though. I could connect to 4G but I wasn't getting any data. Few days later I could get data in some places and others I couldn't. However, where I got a connection the speeds were almost double what they were before (I previously was only getting about 3.5mbps down) so they were obviously testing the towers and fine tuning them.
Its only a matter of time before 4G there goes official, October 1st actually sounds pretty realistic.
