You don't need any special device drivers. Just whatever drivers the manufacturer provides. So if you install HTC Sync that will do it for you.

I can't read all the details here, but I have used this to create an application for Android. Please realize that you cannot directly upload applications created with this to the Marketplace... several additional steps needed.

PS Where did all the threads on Android ROMs go...

I created an app called Marketizer. It automates the conversion of the App Inventor apk to Google Market compatible. So the extra steps are no big deal now.

I also used Marketizer, but it did not work on a couple complex items. I also used apk_manager_4.9.

What couldn't it handle? The conversion doesn't touch the code, so I'm not sure what you mean. Can you give an example of a "complex" item? If there is something that can be added, I can do that.
