Apps missing in Android market

Is there a way to write to google. Man i wish the market place would remember all of the apps you have download for future use if you have change phone or something. something similar to the Apple App Store.

I did the update on the EVO and there is an app i cant seem to find in the market place. Package tracking.

This is by far the best free tracking app in the store. I was looking for the File online, but i cant seem to find that either. I have a similar problem with other app but i was able to find it .

Battery Status Pro v1.0.0 Application for Android | Tools

I was able to find with the bar-code, but upon doing a search for Battery Status Pro lots of other battery apps come up, but not this one. does anyone have the installer for Package tracking. Man i love this app as it integrated the ability to scan a Shipping label.
