The download test is a result of caching, WiFi connection, or an ActiveSync connection.
BTW your ping alone would've been greater than the 0.15sec it supposedly took to download the 250kb file.

It's gotta be caching. Similar thing happened to me with dslreports speed test showing ~30Mbps. And 250k is too small a file for an accurate speed test, I thought. Do a 1MB file and see what you get.
