Anyways, when I click the widget icon on Lifestyle screen or WP-Activate,
the Weather Panel opens in a new window. Is that the pop-up you refer to
or are there some kind of JavaScript Ajax like interactive pop-ups available
from these themes?

If the latter, can you point me to some themes, lean ones if possible?

Thank you for your time.
np - yes, those are the popups I'm referring to. The same thing that you see if you go to your Today screen and tap on the WeatherPanel theme with your finger (which is exactly what WP-Activate does).

Your best bet for themes and icons is the WeatherPanel Download Index. When you say "lean", I'm not sure if you mean space taken on the Today screen, or size on disk. One thing to note - all themes and icons can be installed to your storage card.

If you want to save some room, WP is hard coded to look for a folder called WeatherPanel in the root directory of your SD card. This folder can have two sub-folders, Themes and Icons. This allows you to store all your themes and icon sets on your storage card saving a lot of room in main memory.
