Awaiting arrival of 6800.

I have Alltel service.

At what point to I unlock my phone if I choose to do so? Do I do it before or after activating it with Alltel.

And, do you only need to unlock a phone once? Or if you upgrade ROMs, etc, does it need to be done subsequently?
