all that does is makes the sms character limit to 160 characters.
that's just for the people that don't get their right text limit in a custom rom.
don't seeing it have any affect on the lag(unless someone complained about not getting 160 character limit, didn't read the whole thread.

but it's just a simple reg edit, don't see why it would affect anything with the lag.
