It is true, if you are still in contract you must pay an ETF if your in contract.
Basically, he transfers it and then he adds the line (so now you will have 2 lines) then you cancel your old line, thus encountering an ETF. Trust me, ive tried and if you find a different way let me know, but as far as im concerned there is no other option
