Well thats not as simple as it seems, the phone would have to be equiped with a camera that supports up to 5mp in order for that app to change the resolution, that application could also be just a picture enhancement, by making the proper brightness, and other features, but if she seas that app will change it, then the phone should come with a 5mp supported camera in it.
