On the two phones I have available to me, I have one that is completely stock, and one that has been flashed to the Olipro loader and is running the complete Alltel ROM with the 1.40 radio.

Our office is in the middle of the building, so our reception pretty much sucks. However, with the Alltel radio, I'm seeing between 3 and 5 dB better signal strength (as measured from the FieldTest application - you can get to it by dialing ##DEBUG (followed by another # on the sprint ROM, or hit talk on the Alltel) or by launching /Windows/FieldTest.exe. My Ec/Io is also lower for the most part, but that has varied quite a bit more. Obviously I'm not ALWAYS seeing a better signal on the Alltel ROM, but for the most part it has been better.

So, in MY case, I'm seeing an average of between 3-5dB better signal strength where I use the phone the most. This is over the course of about four days now.
