This is mostly true. There is an app (probably more than one, but only one that I know of) that will install OEMs into an already flashed ROM, as if it was a CAB file. search for nuePackageInstaller. You may have to look around on the
XDA-developers website.
An OEM is simply a folder of files that includes applications/settings/registry entries and instructions for a Kitchen to include them in a ROM.
