OK - I understand now. The lateral bar you refer to is called a vertical scroll bar. Here's how to do it:

To get vertical scroll bars for WeatherPanel settings:

1. Start -> Settings -> Personal -> Today

2. Select Items tab

3. Hightlight WeatherPanel and click on Options... button.

You should now have vertical scroll bars.

And this doesn't just happen in Italy...
