Are you sure you're moving the file to the storage card and not just trying to drop it directly into the explore section of ActiveSync? You actually have to open the storage card folder and dump it there sometimes. Working with the folders through ActiveSync doesn't work the same way as it does with Explorer in Windows in general. If you try and drag and drop something onto a folder that isn't opened in an AS Explorer window, you will actually copy it to the phone's memory instead.
