No, it's most definitely not "exactly the same thing" although in a lot of cases it will accomplish the same thing.
I have three Sprint TouchPro's flashed with Merdin's 6.5 & activated on Verizon service.
If I do a "clear storage" it resets all my QPST settings back to Sprint settings & makes a whole lot of unnecessary work for me (I found this out the hard way). Doing a hard reset with the hardware buttons or simply reflashing the ROM does not affect the other settings at all.
