Well here's the deal. What they're doing is selling the phones before they have them (like on eBay) and when someone orders one from them, they have the "insurance replacement" sent to that address. The deductible is billed to your account, so it isn't as easy to track the person who's committing the fraud, but you can find out where the device went to via UPS tracking.
