Yo, you need to manually go to the boot loader screen. Press the power button, the volume down button and the reset button all at once. And hold it until you get the tricolor screen. Then plug into your usb cable and run the file that was in the link that Razorloves provided. This should get you back to your stock ROM. After getting your phone to work again, make sure you UNLOCK it, then you can try flashing a new ROM to it. What ROM did you try to use to begin with? You should try downloading the ROM again cuz the one you're using might have gotten damaged when you downloaded it (happens all the time), which could be causing your problem.
