I realize this thread is old, but I know what your problem is.
You have an OEM folder withing USER_OEM that is missing some required files, causing BuildOS to flip out. Basically, you're missing GUID.dsm where GUID is whatever the guid is of your oem. If you put that in there, then you should be good to go. Try OEMizer, it works quite well.
