well since he changes the dll's and what not,
it makes a world of difference to get it to a fresh state,
then flash them.
plus, there's actually fragmented files that are left behind
from the program files folder.
That's where 99% of the problems come from.
If you flash a bunch, then it's always best to go back to stock every now and then, and then flash the custom rom again, and if you flash them 2+ times,
(three seems to be a magic number), it eliminates tons of bugs,
and/or long-term problems people have with the rom.
