Help with ICS on netbook

Need some help figuring out how to connect my Verizon Touch Pro to my ASUS Eee 900HD. I've tried both USB and a Kensington BT dongle, and I can't get Internet Sharing to work, even though the netbook and the phone can see each other.

Note that I've had no problem using ICS on either of my other two laptops (Vista and XP), so I understand how to use the software and set things up. Setting things up on those two machines was so easy, I'm stumped about why the netbook is such a hassle.

On the BT side, I'm guessing that the Kensington BT stack probably lacks some feature that I need, but I know very little about BT,so I'm not sure.

On the netbook USB, Windows tries to install the phone as a device, which it doesn't do on the other two laptops.

Any ideas or advice about making this work would be much appreciated.
