wow....it is not looking good...most of the time a soft reset will fix the problem also.

If you dont have any other programs that deal with "Sounds/Notifications" and have looked everywhere....it just might be "HardReset" time .....just like always..backup contacts .

Sorry could not help as much with this, most of the time it is pretty easy to fix.
