All of your registry edits need to be enclosed by a <characteristic type="Registry"> tag, but it looks like you are closing it after the weather locations. Either enclose the EMAIL2 edits in their own <characteristic type="Registry"> and </characteristic> tags, or just move the /characteristic> from the end of the weather edits to right above the </wap-provisioningdoc>
