Upgraded to 21725... and having all these issues exactly as before. Multiple hard-resets won't do it...
I was able to get around Opera by re-installing it. Was able to get into Google Maps w/ Latitude by installing it twice.
Strange though how both builds did the same thing...
Oh well everything else is great thanks!
