To clarify, we don't really know for sure which build(s) are RTM, as MS Dev team won't release that info as of yet. I am guessing that this is a RTM build however. The HTC 212XX builds aren't necessarly RTM even though they are a manufacturer -- they are helping with a different development tree from my understanding. This 21725 build is the first I've seen with the new aku -- XXXXX.5.0.2.
