Edit: I soft reset and now the on/off buttons are working again. Damn this Rhodium Manilla is buggy/inconsistent. Anyway, the good stuff still outweighs the bad. Can't go back to the old Manilla.

Correct, tapping the buttons is what turns on/off the radio and tapping the description opens the configuration. It's a vast upgrade to the old comm manager and much more functional IMO. It also has nothing to do with rhodium vs tf3d1, it works the same even if you were using titanium or the stock 6.1 today screen.
